Strait-laced Jay David is sure about one thing: the preservation of the Charterist empire is the only way to safeguard the citizens of the Seti solar system from the pitfalls of their progenitors. To that end, he’s worked tirelessly for nearly a decade, deftly signing prefab countries to the Charterist mandate on the three inner planets, all the while dreaming about his fabulous someday civilian clothes.
On the eve of his transition out of civil service, he’s offered the assignment of a lifetime: voyage to the outer planets of the System, orchestrate their signing, and facilitate collective terms for all the Charterist countries.
The timing is no accident—after only 600 years of habitation, Seti’s carefully planned political structure is starting to crack, and Jay suspects certain alarming events of late aren’t as random as they appear. His devotion to the System’s welfare leaves him little choice but to start packing.
